The League of Women Voters of the Comal Area is partnering with Comal Conservation and the Tye Preston Memorial Library to host a timely and informative panel discussion titled “Drought and Demand: Groundwater Management” on Wednesday, September 24 at 6 p.m. at the Tye Preston Memorial Library in Canyon Lake.
On the panel will be:
- Natalie Ballew, Groundwater Division Director for the Texas Water Development Board
- Larry Hull, President of the Board of Directors for the Comal Trinity Groundwater Conservation District
- Roland Ruiz, General Manager of the Edwards Aquifer Authority
Each panel member will be limited to 20 minutes for their presentation. There will be 30 to 45 minutes for questions. League members will distribute 3x5 cards to the audience and collect written questions for the panel.

Together, they will explore how groundwater resources are being managed in response to increasing pressures from prolonged drought and population growth in the region.
Groundwater Conservation Districts are authorized by the Texas Water Code (Chapter 36) and are the state's preferred method for groundwater management. They have the powers to conserve, preserve, protect, and prevent waste of groundwater within their boundaries.
It is estimated that 62% of the water supply in Comal County comes from the Edwards and Trinity Aquifers. However, the combined effects of prolonged drought and rising demand are placing both aquifers under increasing stress.
The event is free to attend, but registration is required. Seating is limited to 100. Registration opens Sept. 1st at 9 am.

Registration Procedures
Registration is required for this event. If you register and can no longer attend, please cancel your registration at least 24 hours in advance to provide notice for someone coming off the waitlist. We encourage registrants to arrive 5-10 minutes early to park and get settled. If there are no shows once the event starts, other patrons such as those on the waitlist or on "stand-by" will be offered any free seats.
